Earth Movement

The Board of County Commissioners of Hamilton County Ohio, adopted the Earthwork Regulations on November 1, 1990. The regulations and procedures have been enacted specifically to help eliminate, or at least minimize creation of new or aggravation of existing sensitive land areas and formations within unincorporated Hamilton County through control of earth disturbing activities.
The regulations are adopted to prevent hazards, safeguard life, limb, property and public welfare, to preserve the natural environment of the unincorporated Hamilton County as it relates to the stability of hillsides and slopes, and to control erosion and sedimentation by the regulation of earth disturbing activities, excavating and filling of land, by means not limited to:

  • Permitting development while keeping downstream flooding, erosion and sedimentation at existing levels.

  • Reducing damage to receiving streams and impairment of their capacity which may be caused by sedimentation.

  • Protecting the stability of sensitive slopes.

The following item’s list a few of the services.

  • Review applications/permits and determine the requirement or exemption from the county’s Earth Movement Regulations.

  • Review plans requiring permit for compliancy with Geotechnical aspects of Earthwork Regulations.

  • Issue Earth Movement Permits.

  • Assist inspectors on interpretation of Regulations.

  • Assist private Geotechnical Engineers with information.

New Aerial Photo CD Available

The Hamilton County SWCD, Cincinnati Area Geographic Information System and Hamilton County Engineer has just released a new CD with aerial photos of the County from years 1932, 1938, 1950, 1956, 1962, 1968, 1975, 1977 and 1990. 

The cost of the CD is $126.00 if picked up at our office or $130.00 if mailed. To receive a CD, stop by the office or send your request and check to Hamilton Co. SWCD, 29 Triangle Office Park Drive, Suite 2901, Cincinnati, Ohio 45246. If you have any questions, please call our office at 772-7645.

 

Check the status of your site through Permit EzTrack !

 When you have just applied for any kind of permit, you can check on the approval process.  If you want to know what the inspection entries look like from the Inspector, you can see all of those!

If you want to check specific or proposed sites, you can log onto the internet at http://cagis.hamilton-co.org/opal/ezTrakHome.aspx; you can do a Google search for “eztrak home”; or try http://www.hamilton-co.org/hc/default.asp.  Click on “Review Status of Permits.”  You can search by address or permit number.  However, address searches do not find the Earthwork Permits.  

The numbers are always 10 digits consisting of a four letter prefix, two digits for the year initialized, and an assigned four digit number.  Earthwork Permits after 02.01.06 are HSWE; (previous Earthwork Permits are PWER.)  Site inspections are HSWI; and complaints are HSWC.  

When searching by Permit number, you must know the number exactly.  The site will have been assigned an Earthwork number, such as PWER050001, or HSWE060022.  To view the inspections for an Earthwork, change the first four letter portion to HSWI.  For instance, PWER050001 becomes HSWI050001, and HSWE060022 becomes HSWI060022.
