NEW LEGISLATIVE AUTHORITY FOR COUNTY INFRASTRUCTURE
IMPROVE
STORMWATER CALCULATIONS - Holly Utrata-Halcomb
In follow-up to an issue raised at the August 30 meeting, Holly conducted a search on the viability of "the Rational Method" in designing stormwater detention/retention facilities. The search was conducted on the list server, NPS Info, was worldwide in scope, and generated a large number of responses. The responses are summarized in attachment 2. The consensus of discussions, both from Holly's search and the WWI meeting was that while useful in predicting peak flow from a single small drainage, broad application of the rational method over a watershed can actually contribute to flooding by simultaneous release into streams that are also at peak flow. Further, the rational method does not address the impact of infiltration or its reverse, impervious surfaces.
The Committee voted to make stormwater calculation a major focus of the next Wet Weather Initiative meeting. Holly will invite an expert, Mr. Christopher Calpin, to discuss alternative methodologies for facility design. Hamilton county design practices will also be reviewed.
HAMILTON COUNTY STORMWATER MANAGEMENT STUDY - Jim Rozelle
FMSM/ERC has completed the "meetings with political jurisdictions" and "program development" tasks of the study. A copy of the report covering that part of the study was distributed to Committee members. A revised Mission Statement and Goals for the study was distributed and is attached.
The Study Steering Committee was presented with seven potential organizational models authorized by provisions of the Ohio Revised Code. The committee decided to go forward with three options for further consideration: Conservancy District (ORC 167); Sewer District (ORC 6117; Regional Water and Sewer District (ORC 6119).
The Steering Committee meets next on October 5. In addition, a workshop for about 300 local officials has been planned for October 11. WWI will seek to arrange for public access cable tv coverage for the meeting and the workshop.
WET WEATHER INITIATIVE LONG RANGE PLANS
The following revised Mission Statement was adopted:
"To promote effective management of stormwater in Hamilton County to prevent pollution of streams, rivers and lakes and to reduce flood damage of structures, streambanks and riparian corridors."
The following goals were developed:
Planning:
1. Support the development of a plan for countywide stormwater management.
2. Support the utilization of environmental and hydrological expertise by the County's Regional Planning Department.
3. Study the impacts of land use practices and promote the protection of riparian areas.
Data Collection:
4. Encourage the development of a readily accessible centralized system for collecting stream quality data.
Education:
5. Develop a system to provide stormwater information to the public: tie into HCSWCD website and link to Public Works Stormwater Division. Put stormwater data and WWI minutes on the website with the most hits and link all the others.
6. Develop a stormwater video for distribution of to schools in the county.
Action:
7. Support the development of effective County Stormwater Regulations.
8. Support amendment of ORC 6117 to permit better enforcement of stormwater regulations.
9. Explore the need for an Environmental Court or Magistrate to handle all environmental cases within the County.
