Introductions &
Opening Comments - Tom Ryther,
Chairperson, called the meeting to order at 9:34 a.m. Following
introductions, Tom asked if there were any additions to the
agenda.

Additions to the
Agenda - A short discussion ensued
concerning who had received the agenda and minutes. Two members
present, Cory and Ann, indicated they had not received the
agenda or minutes. Tom indicated he would pass that information
on to John Hunter.

Staff Briefs

Financial
Report - Tom started discussions
with agenda Item No. 5, since Tonia had not yet arrived. Tom
said a cash balance of $5,706.00 was total cash on-hand. This
money is on deposit with the Hamilton County Soil & Water
Conservation District.

Committee
Reports - Tom stated that no one
been selected to chair the Stormwater Management Committee. 1.
Data Collection Committee - Ann Lyon said she had met one time
with Marty Umberg and there was nothing to report at this
time. 2. Education Committee - Since Holly was not able to
make the meeting, no report was given. 3. Signage Committee -
Ann Lyon said the subcommittee had installed 40 signs in the
Colerain area. Also, some of the students involved in this
effort have written an insert for April's Community Press.
One-thousand postcards will go out in April to Colerain
residents to gage public awareness of the signs.

Program Speaker
- Tonia Edwards, Chief Building Official for Hamilton County
Building Department (HCBD) - Tonia gave the committee
information on the permit review process in Hamilton County.
She said the Hamilton County Board of County Commissioners (HCBOCC)
has adopted a residential code for dwellings. The building
code used in Hamilton County only covers structural, light and
air; but, it has recently added energy efficiency. The HCBD
contracts with 12 other jurisdictions within Hamilton County.
Ten of the 12 only contracted for commercial building code
review; however, two jurisdictions have also contracted for
residential code review. Tonia said all paper documents are
converted to electronic media and passed to all other
reviewing agencies. She indicated that building codes are
minimum requirements only. The WWI then discussed problems
with erosion and sediment control and who has responsibility
or authority to correct violations.

Update for
Hamilton County Stormwater Steering Committee - Marty
Umberg gave the WWI an update of the Stormwater study. There
are now three parts to the study: Part A Is just being
completed. Part B Covers the Phase II Permit Products Part C
Is looking at Stormwater District Options under 6117 and a
possible pilot project for stream flow monitoring

Update for
Planning Partnership, Stormwater Education Committee - As
no members of this subcommittee were available to report, Tom
gave a short report. He reported that the committee was
putting together a Power Point presentation.
