REGIONAL GREENSPACE INITIATIVE - Tom Ryther, Chair
(RGI and WWI) The Regional Greenspace Initiative is one of the seven
initiatives (including Wet Weather Initiative) developed by the
Hamilton County Priorities Project. The RGI is funded by a two-year
grant of $70,000 from the Regional Initiatives Fund plus
contributions from private individuals. A task force has been formed
to work with OKI on the development of a regional Greenspace Master
Plan. A mapping committee is collecting data layers from eight
counties in the greater Cincinnati area. The potential impact of the
work of the RGI on stormwater quality and quantity was recognized.
HAMILTON COUNTY STORMWATER STUDY - Jim Latchaw,
FMSM At the Steering Committee meeting in June, the Consultant Team
presented: • Model Illicit Discharge Ordinance • Model Detection
Plan for Illicit Discharges • Telephone Hotline Protocol • Pollution
Prevention Controls for Maintenance Activities, and • Model
Construction Site Inspection and Enforcement Program Anthony
Robinson with the Storm Water Permit Section of Ohio EPA attended
the last Steering Committee meeting and noted that the BMP's
included in the Phase II Storm Water Permit Implementation Plan
should address the causes of Water Quality impairment defined in the
Ohio TMDL Priority List for each Water body Segment within the
permitte4d local jurisdiction. They have defined six Watersheds in
Hamilton County including the Ohio River tributaries upstream of the
Little Miami River, The Little Miami River, Mill Creek, Great Miami
River, Whitewater River, and the downstream Ohio River Tributaries.
On June 25, OEPA published the draft NPDES Phase
II Storm Water Rules on their website at:

The Steering Committee on July 12 will be
discussing the "Level of Service" required for each action item
included in the draft Implementation Plan. OEPA will require that an
Implementation Plan be included with each storm water permit
application and incorporate "measurable goals", action items to
accomplish these goals over the five year permit period and
certification that the permittee has the legal authority and
financial resources to implement the BMP's.
The Executive Committee of the HC Stormwater Study
is leading a consensus process to gradually move the county to a
position where it can address Phase II. The Stormwater Management
Committee of the WWI was asked to suggest a role for the WWI in
facilitating the process.
OHIO STORMWATER TASK FORCE UPDATE - Holly Utrata
Halcomb Minutes of the last meeting of the Task Force are attached
(attachment 2).
COMMITTEE REPORTS - None presented.
WWI PARTICIPANTS - Tom Ryther The issue of
including the organizations of WWI participants on WWI stationary
was discussed. It was concluded that membership in the Wet Weather
Initiative is by individuals, not organizations, and that an
entirely different process of joining would be required before
organizations could be listed.
FLOODPROOFING WORKSHOP AND EXHIBITION - Nancy
Elwood The Mill Creek Watershed Council will present a "Floodproofing
Workshop and Exhibition" November 9, 2002 from 8:30 a.m. to 2:30
p.m. at the TechSolve facility in Bond Hill. Morning presentations
and breakout sessions will cover basic flooding principles, flood
damage reduction alternatives, flood plain management strategies and
floodproofing techniques for homes and businesses. The Wet Weather
Initiative voted to contribute $200 to the workshop and to be a
co-sponsor of the event.
LITTLE MIAMI RIVER PARTNERSHIP - LuAnn Winkle,
coordinator LMRP has a five-year grant to develop action plans for
improving water quality in the five sub-watersheds of the Little
Miami River. Little Miami Inc. is the core-planning group for the
lower river. Problems: No central clearing house for LM information;
not all jurisdictions have GIS overlays; need for research to
develop appropriate action plans. A March 2003 symposium is planned
to present an overview of the status of the upper Little Miami.
MILL CREEK WATERSHED COUNCIL - Nancy Elwood The TDML is completed for the Mill Creek but OEPA has taken no action.
An action plan for the West Fork Mill Creek sub basin has been
developed through a series of meetings with jurisdictions within the
area. An Upper Mill Creek sub basin action Plan will be developed
next.
