Earthwork Program

The Board of County Commissioners of Hamilton County Ohio, adopted the Earthwork Regulations on November 1, 1990. The regulations and procedures have been enacted specifically to help eliminate, or at least minimize creation of new, or aggravation of existing sensitive land areas and formations within unincorporated Hamilton County through control of earthwork activities. 
The regulations are adopted to prevent hazards, safeguard life, limb, property and public welfare, to preserve the natural environment of the unincorporated Hamilton County as it relates to the stability of hillsides and slopes, and to control erosion and sedimentation by the regulation of earth disturbing activities, excavating and filling of land.

Services Provided by Earthwork Staff:

  • Perform plan review of new building permit applications, as well as Earthwork Applications to determine the level of compliance with the Hamilton County Earthwork Regulations.

  • Issue Earthwork Permits to applicants in accordance with the sediment & erosion control, and geotechnical performance standards of the Hamilton County Earthwork Regulations.

  • Perform site inspections of permitted projects to ensure compliance with all components of the Hamilton County Earthwork Regulations.

  • Assist landowners within the member jurisdictions of the Hamilton County Stormwater District with technical assistance regarding erosion, drainage, ponds, proposed filling, and landslide questions.
 
  • Provide training to the development community on local, state, and federal environmental regulations, and demonstration of sediment & erosion control best management practices.

The Hamilton County Conservation District is a legal subdivision of the State of Ohio responsible for the conservation of natural resources within Hamilton County, Ohio. We have a special emphasis on soil and water with a focus on assisting landowners in planning and applying conservation practices on the land. HCCD is dedicated to the sustainable use of our natural resources and to encouraging positive behavioral changes that produce a higher quality of life for our citizens. The District assists all Hamilton County residents, schools and jurisdictions through our free services and dynamic partnerships that continually provide innovative solutions for the challenges of our region.
